Depending on what you are watching, the issue could be caused by either the TV or the signal source (cable/satellite set-top box, DVD player, or digital video recorder). No matter what, an overscanned image will be softer and potentially noisier than a non-overscanned image. The picture looks too big, stretched, does not fit the screen or parts of the picture appear to be cut off.
